Code of Conduct and Discipline for EU Civilian CSDP Missions

This code of conduct presents the responsibility and disciplinary steps that are taken in case of misconduct in a civilian CSDP mission. It applies to all personnel of the mission: seconded, contracted, local staff and other persons such as visiting experts.

It explains how to report misconduct, who the responsible authorities are, which follow-up actions are possible, the process of investigation, the process of disciplinary decision-making and the implementation of the decision. The Head of Mission may promulgate additional, mission-specific regulations or instructions to complement this code through Standard Operating Procedures.
