These guidelines set and clarify the chain of command and specific roles of the institutions and individuals in civilian CSDP, from the Council down to the individual Heads of Mission. They outline the distinctions between operational and tactical command and control and go into great detail on the responsibilities of the Civilian Operations Commander and the Heads of Mission.

At the Annual EAPTC Conference 2021 the European Centre of Excellence for Civilian Crisis Management (CoE) conducted the workshop “Setting Leaders Up to Succeed!”, which key take-aways are summed up in this report.

This document revises and replaces the Generic Standards of Behaviour for ESDP Operations (2005). It addresses i.a. professional integrity, sexual and gender-based discrimination, harassment, and abuse, corruption, and discretion in handling information. The standards apply to both civilian and military CSDP missions and operations’ personnel and are coherent with comparable standards, especially those of the UN.

This code of conduct presents the responsibility and disciplinary steps that are taken in case of misconduct in a civilian CSDP mission. It applies to all personnel of the mission: seconded, contracted, local staff and other persons such as visiting experts.

This handbook provides useful and concise reminders of good management methods and effective working practices specifically adapted to field missions.
