Report on the Baseline Study on Integrating Human Rights and Gender into the European Union’s CSDP

The report is a result of a study conducted by the EEAS (Crisis Management and Planning Directorate) aiming towards a more systematic human rights and gender mainstreaming approach in CSDP missions and operations.

The first ever baseline study on integrating human rights and gender was conducted for CSDP in 2016  by the Crisis Management and Planning Directorate (CMPD) of the European External Action Service (EEAS). The study took stock of the integration of human rights and gender perspectives into CSDP planning and implementation and what more can and should be done. The study comprises two parts: planning and impact case-studies carried out for seven CSDP missions, and five questionnaires to CSDP services and all CSDP missions. The report summarises the findings of the study and proposes recommendations. It identifies 21 baselines that will allow measuring progress and delivery over time.
