Joint Action Plan Implementing the Civilian CSDP Compact

The Joint Action Plan (JAP) serves to support the implementation of the Civilian CSDP Compact on the EU level, by the European External Action Service (EEAS) and Commission services. As such, the JAP is complementary to the Member States’ National Implementation Plans (NIPs).

For each of the 22 commitments outlined in the Compact, the JAP provides a short analysis and proposes concrete actions to be undertaken by the EEAS and Commission services – with the aim to support the full implementation of the Compact by early summer 2023 at the latest.
