Civilian Operations Commander Operational Guidelines for Mission Management and Staff on Gender Mainstreaming

These guidelines aim to operationalise political commitments regarding gender mainstreaming in missions. Designed for CSDP civilian missions management and staff, they focus on integrating the gender dimension into the daily work of the missions.

As summarised in the introduction to the documemt, the guidelines cover all phases of the mission cycle, i.e. analysis, planning, conduct of operations, reporting, monitoring and evaluation, and review. They also extend to in-mission responsibilities related to the mission staff, e.g. human resources, working environment, the Code of Conduct, training and inductions, and to those related to the host State, such as addressing gender, non-discrimination, and the participation of women. They introduce definitions, concrete examples, checklists and templates and underline the need for sex disaggregated data collection.
