    Findings and Recommendations to Strengthen the Implementation of the Youth, Peace and Security Agenda within Civilian Crisis Management

    This policy brief by CMC Finland analyses the results of a survey of Finnish secondees in civilian crisis management missions, mostly in EU Civilian CSDP. The brief finds that the Youth, Peace, and Security (YPS) agenda is not well integrated into mission mandates, and that staffing and knowledge are lacking in this policy area. The author recommends ways to address these issues.

    This research article published by a Ph.D. Fellow at the European Security and Defence College examines EUCAP Somalia's practices in cooperation with Non-state actors (NSAs). It finds that current engagement is effective but too informal and insufficient, and encourages development of an official strategy for engagement, formalisation of outreach, and improving communication channels.

    This handbook offers a comprehensive introduction to all aspects of a crisis management mission for experts who are or will be deployed.     Assessing the Effectiveness of European Union Civilian CSDP Missions Involved in Security Sector Reform: the Cases of Afghanistan, Mali and Niger

    This report is the result of an impact evaluation of the civilian CSDP missions in Afghanistan (2007-2016), Niger (2012-2024), and Mali (2014-). Tying together their findings, the researchers outline six primary factors undermining the effectiveness of all three missions and recommend practical solutions for current and future missions to enhance effectiveness. It provides crucial insights for both mandate development and implementation.

    Knowledge Management Training at EUCAP Somalia

    These resources were prepared for EUCAP Somalia for a training on Knowledge Management (KM) attended by both mission staff and local partners. Seen as a success story by the mission, it has increased sustainability of missions' initiatives as local partners were able to build on the training. The resources will be of interest to any mission looking to improve or establish knowledge management, or even to engage with partners on the subject.

    Report from the 2023 CoE Civilian CSDP Autumn Forum

    This document has been produced by the European Centre of Excellence for Civilian Crisis Management (CoE) and serves as a report from the CoE's Civilian CSDP Autumn Forum on the topic "Implementing deliverable number 3 under the Civilian CSDP Compact". It took place on 19/20 October 2023 at the Spanish Representation to the EU in Brussels, under the auspices of the Spanish Council Presidency. This report can be used by EU MS as well as the EEAS to inform their further discussion – and eventual decision-making – to what extent a scalable and modular approach shall be used to make civilian CSDP more agile, flexible, effective and efficient.
