These updated guidelines provide a comprehensive resource to enhance gender integration in CSDP civilian missions. Aimed at all mission personnel, they are intended to be a concrete and helpful tool for mainstreaming the gender dimension, both in the implementation of mandates and in the internal functioning of missions.

The strategy and action plan stems from the 2018 Compact commitment to increase women's representation in civilian CSDP missions. It defines expected outcomes and sets specific targets in a given time frame and identifies four areas of strategic engagement, accompanied by actions and means to monitor progress towards the set targets. It also includes a comprehensive overview of the state of play. The document is useful for anyone interested in the developments in women's equal participation and gender balance in civilian CSDP missions, but it's particularly useful for Member States working on policy-making and implementation on Women, Peace and Security and gender equality more generally.

The guidelines enable civilian CSDP missions to operationalise the EU’s commitment to human rights for their work in the field. They cover all phases of a mission and explain the human rights-based approach as the methodology used to mainstream human rights.

The Climate Change and Defence Roadmap identifies concrete ways for the EU to be better prepared to the emerging security challenges posed by a changing climate. The overall aim of the Roadmap is to ensure that climate policy implications become an integral part of the EU’s thinking and action on issues such as defence research and development, industry and technology or infrastructure, as well as the EU Common Security and Defence Policy (CSDP).

This Action Plan defines principles, objectives and priorities for promoting human rights and democracy relevant for all actors implementing EU’s foreign policies. Other guidelines and policies build on and refer to this Action Plan. Initially adopted for 2020-2024, it was extended to 2027.

It is based on input from missions and CPCC and is divided in lessons on planning, on the conduct of operation, on mission support and on horizontal issues (integrated approach, security, duty of care and more). Each section lists lessons which have been learnt in the first Compact and those that were newly identified.

These guidelines aim to operationalise political commitments regarding gender mainstreaming in missions. Designed for CSDP civilian missions management and staff, they focus on integrating the gender dimension into the daily work of the missions.
