This is the second edition of the #SHEcurity Index, created in 2020 to take stock of the participation and representation of women at all levels of decision-making in foreign and security policy, and of diversity in peace and security in general. The 2021 version has been enriched with data from additional sources. Furthermore, it includes a section #SHEcurity+ advocating for considering diverse experiences and marginalised perspectives when shaping (foreign) policy.

This map presents Finland’s participation in civilian and military crisis management. In addition to the informative data it provides, it can also serve as a source of inspiration for anybody wanting to develop visual communications on a state’s involvement in international crisis management.

On 8 October 2021, the third Cluster 5 virtual workshop on women’s participation in civilian CSDP Missions was held focusing on work-life balance in civilian crisis management missions. It explored some of the challenges of reconciling work, private and family life, which has been identified as a barrier affecting particularly women’s opportunities and choices to seek deployment in crisis management missions. Removing barriers and promoting conducive working environment affects positively the recruitment and retention of women experts. Studies have shown that policies and practices designed to encourage work-life balance can play an important role in attracting, motivating and retaining highly skilled and diverse experts.

The guidelines enable civilian CSDP missions to operationalise the EU’s commitment to human rights for their work in the field. They cover all phases of a mission and explain the human rights-based approach as the methodology used to mainstream human rights.

The article analyses the strategic and concrete approach of the EU and EU Member States to crisis management in the CSDP framework. In particular, it investigates the creation of objectives for CSDP interventions by exploring the way they have been developed, practised and interpreted by practitioners working in the CSDP framework.

You will find here the report of a workshop on the secondment of Experts outside of Public Service (EoPS) jointly organised by the CoE and the Chair of NIP Cluster 2. It summarises key takeaways, extracted from both the upstream analysis of member-states (MS) practices and the presentations and discussions happening in the workshop. Additionally, the presentations by the CoE, Denmark and the Netherlands are linked.

Based on individual interviews with EU Member States and a workshop jointly organised by DCAF and Ireland chairing a cluster discussion on career path development, this report presents good practices for freelancers' secondment in civilian CSDP missions.

This paper outlines key aspects of civilian crisis management that should form the basis of what has been termed the Compact 2.0. The paper argues that this Compact 2.0 should, alongside the 2018 civilian CSDP Compact, meaningfully inform the emerging Strategic Compass (SC).

Finland has been the first country that published a national action plan on the implementation of the UN Security Council Resolution 2250 on Youth, Peace and Security. The resolution recognises the positive and active role of youth in preventing and resolving conflicts, building peace, and preventing violent extremism.

This is the report of the first workshop out of a series of three CoE events aimed at improving CSDP-JHA cooperation. At the centre of this workshop were the EU Member States which took the opportunity to exchange views on good practices and challenges of CSDP-JHA cooperation at the national level. The report summarises recommendations for building a more harmonised narrative on the nexus between CSDP-JHA at the national level, and on aligning internal and external security agendas.
