    Report from the 2025 CoE Civilian CSDP Summer Forum

    This is the final report from the 2025 CoE Civilian CSDP Summer forum co-hosted in Warsaw by the Polish Presidency of the Council of the European Union. The title of this year's Forum was "Developing a common narrative for civilian CSDP". It can be used by member states in their messaging to four key audiences for civilian CSDP: National Parliaments, Ministries, Seconding Agencies, and Potential Secondees.

    This brief analyses data on the use of foreign information manipulation and interference (FIMI) by Russia to build public support for their military involvement and political leadership in West Africa. Russian FIMI has been particularly effective in the Sahel region, and combatting these threats it is crucial for the sustainability of CSDP in the region.

    2023 Council Conclusions on the Civilian CSDP Compact

    The Council Conclusions reiterate the Council’s commitment to building and strengthening the EU’s role as a global security provider through civilian CSDP missions. It calls on EU Member States and institutions to continue and expand capability development activities and outlines the EU’s commitment to operate in compliance with international law and further utilise strategic communication, modular and scalable approaches, and increased stakeholder contributions.

    Enhancing the Capabilities of CSDP Missions and Operations to Identify and Respond to Disinformation Attacks

    This study, published by the European Parliament, analyses disinformation campaigns against CSDP missions and operations with case studies on the missions in Georgia, Moldova, and Mali. The authors find that disinformation campaigns do not systematically target missions but threaten them in broader campaigns against EU influence in host countries. To counter them the study recommends a more cohesive and proactive approach making use of strategic communication tools to protect EU credibility and legitimacy with local audiences and actors.
