    A Policy Response to Foreign Information Manipulation’s Impact on Civilian CSDP Missions

    This short article written by a policy officer of the EEAS for the German Centre for International Peace Operations (ZIF) reviews the contemporary tools available for Civilian CSDP to counter hybrid threats. More than simple improvements to strategic communications, the article discusses the importance of utilising existing and upcoming toolboxes, training mission personnel, identifying and analysing hybrid threats, and supporting host state authorities through capacity building.

    These guidelines are a follow-up to the 2020 Climate Change and Defence Roadmap and aim to provide a basic toolbox for the integration of environmental and climate aspects into civilian CSDP missions. They provide a useful description of standard use of the EU’s visual identity and a step-by-step guide to formulating a strategic communications plan.

    How to Increase the Representation of Women in Civilian CSDP Missions: Compilation of Experiences and Good practices

    In 2021, the informal NIP Cluster led by Finland and Spain and supported by the European Centre of Excellence for Civilian Crisis Management (CoE), organised a series of virtual workshops where Member States and EU institutions presented examples of national and EU policies and practices to ensure equal opportunities for women and men seconded to in civilian CSDP missions and to improve gender balance. This compilation of recommendations and actions is an outcome of those workshops.

    Workshop Report: NIP Cluster 5 - Strategic Communication and Women's Representation in Civilian CSDP Missions

    Cluster 5 virtual workshop "Strategic Communication and Women’s Representation in Civilian CSDP Missions", held on 21 June 2022, combined two important cross-cutting themes of the Civilian CSDP Compact: increasing women’s participation in civilian CSDP Missions at all levels and strategic communication, which both have a dedicated informal Cluster working group to enhance the implementation of the Compact commitments. Strategic communication has also been identified as one of the four key areas of strategic engagement in the Strategy and Action Plan to enhance women’s participation in civilian CSDP missions 2021-2024 (14885/21).

    Level of Ambition for Civilian CSDP: Past and Present in Terms of Type, Number and Size

    The Strategic Compass, approved on 21 March 2022, says that “we will further strengthen our civilian CSDP through a new Compact that will provide objectives on the type, number and size of civilian missions.” This paper aims to provide an informal baseline of past and present Level of Ambition (LoA) for civilian CSDP in terms of type, number and size in order to facilitate Member States’ informal and formal discussions on the topic as part of agreeing on a new Civilian CSDP Compact in early summer 2023.
