Towards a More Capable European Union Civilian CSDP

Summary: This policy brief by the Stockholm International Peace Research Institute (SIPRI) outlines challenges facing civilian CSDP missions and recommends ways forward for the European External Action Service (EEAS) and Member States that would help address these issues.

One of the challenges is the growing reliance on contracted personnel and  increasingly uneven burden-sharing among Member States. The brief recommends that Member States increase secondment to and participation in missions, while striving to raise the share of women in national contributions. It also suggests that the European External Action Service (EEAS) further professionalise the recruitment of mission personnel and systematically inform Member States of the capability needs in each mission.
