New EU Civilian CSDP Headquarters Strengthens Mission Coordination

This decision, taken by High Representative for Foreign Affairs and Security Policy & European Commission Vice-President Kaja Kallas, establishes a permanent operational hub to support the EU’s 13 ongoing Civilian CSDP Missions, which operate across three continents.
Delivering on the CSDP Compact
Previously, the Managing Directorate CPCC acted as the operational headquarters for civilian CSDP missions. The 2023 CSDP Compact includes a deliverable to “further increase the CPCC’s effectiveness and capacity... based on a roadmap for its organisational reform” (page 20).
The creation of CivOpsHQ implements this provision. By enhancing operational planning and conduct, it contributes to greater efficiency in mission support, crisis response, and EU security efforts in unstable contexts.
What will it do?
CivOpsHQ supports the Civilian Operation Commander, currently Stefano Tomat, in operational planning and conduct of all civilian CSDP missions. Work is separated based on five divisions:

CivOpsHQ.4 – Support
CivOpsHQ.5 – Security and health
The launch of CivOpsHQ represents a key milestone in the EU’s ongoing commitment to strengthening its civilian crisis response mechanisms. By providing a centralised command structure, the EU reinforces its ability to manage and support civilian missions effectively.
As the EU continues to enhance its security and defence initiatives, the CoE remains committed to working with its members to develop and strengthen CSDP capabilities.
