CoE Members
Currently, the CoE has 24 members. They are represented in the General Meeting which adopts the annual work programme of the CoE. Furthermore, the European Union, represented by the European External Action Service (EEAS), and NATO, represented by its International Staff, are Preferred Partners of the CoE. Preferred Partners actively participate in discussions in General Meetings, helping to shape our work. Membership is open to all EU Member States and to NATO Allies.

Secondment to the CoE
All CoE members can contribute to the work of the Centre through seconding national experts, who work in Berlin as Senior Advisors alongside the Centre’s permanent staff for an individually defined period. Senior Advisors advance the work of the CoE’s various priorities through their professional expertise and skills.
At present, six Senior Advisors are part of the CoE team – from Germany, Netherlands, Romania, Sweden, and Finland. You can find their profiles here. A regular rotation of seconded Senior Advisors guarantees the required expertise to implement the Centre’s workplan and aims at a broad representation of all members.
