Updated Civilian Operations Commander Operational Guidelines for Mission Management and Staff on Gender Mainstreaming

These updated guidelines provide a comprehensive resource to enhance gender integration in CSDP civilian missions. Aimed at all mission personnel, they are intended to be a concrete and helpful tool for mainstreaming the gender dimension, both in the implementation of mandates and in the internal functioning of missions.

Published five years after their first version, they draw on the accumulated experience of gender mainstreaming in Missions and on the EU's evolving policy framework with the EU Gender Action Plan III and the Strategy and Action Plan to Enhance Women’s Participation in Civilian CSDP Missions published in 2020 and 2021. 

The guidelines present a complete set of information, ranging from the policy framework and key definitions (part B-C), to the sex-disaggregated data collection (D),  gender mainstreaming in the conduct of operations, in training and in strategic communications (E-H), as well as in the engagement with external actors (I). 

They focus in particular on concrete and operational elements of gender mainstreaming and include a number of user-friendly checklists, concrete examples and best practices
