UN DPO-DPPA Policy on Knowledge Management and Organizational Learning

This policy provides guidance for knowledge management and organisational learning in the UN Department of Peace Operations (DPO) and the UN Department of Political and Peacebuilding Affairs. It introduces core principles, lists available knowledge management tools, and defines roles and responsibilities of staff contributing to knowledge management and organisational learning.

The policy is the first joint DPO-DPPA policy on knowledge management and organisational learning. It defines organisational learning as a continuous process to manage internal and external change. Newly acquired knowledge must be interpreted by all relevant actors and integrated into further actions. Sometimes there is even a need to take risks to experiment with new insights

Building on that, the core principles highlight the universal responsibility to contribute to knowledge management efforts and the value of honest reflections on failures. If a lesson is identified, it is to be validated by senior management which then designates the responsible unit or person for its implementation. The implementation of a lesson is to be monitored by senior management. Declaring products to be highly confidential is counterproductive as knowledge management products should be as widely available as possible

For the processes of knowledge management and organisational learning, a multitude of tools are available to staff and management: surveys of practice, practice notes, end-of-assignment reports, after-action reviews, lessons learned studies, and handover notes. All of them are briefly explained. For after-action reviews and lessons learned studies, detailed guidance and a template is provided. Informal knowledge sharing mechanisms are also acknowledged as important parts of knowledge management ranging from peer-to-peer exchanges and informal briefings and seminars to online Communities of Practice and UN-wide networks. 

The policy stipulates that Policy and Best Practice (PBP) Officers or PBP focal points are appointed across missions, offices, and divisions. They train personnel on the use of knowledge management tools and promote knowledge sharing.
