The Implications of Climate Change and Environmental Degradation for Dialogue and Mediation Processes in Peace Operations and Crisis Management

This event report provides policy recommendations for effectively integrating climate change and environmental considerations into multilateral dialogue and mediation in support of conflict resolution.

This report presents the outcomes of a workshop held as a side event at the 2025 Berlin Climate and Security Conference. The workshop was arranged by the European Centre of Excellence for Civilian Crisis Management (CoE) in cooperation with seconding agencies from Finland, Sweden, and Germany, as well as the Stockholm International Peace Research Institute (SIPRI). The participants hosted in the event were experts on peace processes and/or climate, peace, and security. 

In this report you can find the conclusions and recommendations from the workshop. They underscore the importance of effectively integrating climate change and environmental considerations into dialogue and mediation processes, to ensure that peace outcomes are sustainable in a changing climate. The recommendations were to increase climate integration by addressing issues that can be summarised in these five points:

  1. Enhancing financial incentives and resource allocation for climate–peace initiatives.
  2. Strengthen the role of climate, peace, and security (CPS) advisors to bridge expertise and connect mediation tracks.
  3. Strategic framing of issues across levels and actors.
  4. Silos and collaboration/fragmentation.
  5. Strengthening cooperation with local actors.
