The Civilian CSDP Compact - A Success Story for the EU's Crisis Management Cinderella?

It argues that civilian CSDP will need three essential elements to succeed: (1) a renewed and credible strategic framework in accordance with the evolution of the security context  – through the April 2018 Concept Paper; (2) developing and adapting existing capabilities and identifying additional needs – through the July 2018 Civilian Capabilities Development Plan; and (3) ensuring a sustainable and broader commitment by EU institutions and member states – through the Civilian Compact.
