This paper from SIPRI takes a critical look at the state of play for civilian CSDP as a whole and formulates seven questions ranging from the abstract level of prioritisation to the concrete level of recruitment and knowledge management.

The paper argues that civilian CSDP is at risk of losing its credibility and strategic relevance in EU foreign policy. Several core problems are presented: unclear mission objectives, diverging geographical and functional priorities, inconsistent engagement with host countries, inadequate mission staffing, and weak mechanisms for assessing effectiveness. The author distils these problems into seven central questions that both EU decision makers especially Member States must address in order to resolve strategic uncertainties and tensions, such as whether missions should focus on protracted crises, prioritise political signalling or operational impact, or narrow their mandates.

The paper concludes that addressing these challenges requires a strategic, political-level debate in Brussels and national capitals, for which these questions are intended to provide direction. Prioritisation stands out as a useful starting point, as decisions about where and why civilian missions operate shape all other issues, from staffing and mandate design to host-country engagement and type of crisis. Civilian CSDP should be understood as one tool within the EU's broader foreign policy toolbox to be used in situations where such a tool is appropriate, and decisions about its future must reflect Europe’s current security environment, including enduring crises and geopolitical competition.
