Exploring EU Member States’ Good Practices: Incentives for More Secondment into Civilian CSDP Missions

This policy brief by the German Council on Foreign Relations (DGAP) discusses the declining number of personnel seconded by Member States to civilian CSDP missions. It posits that the key to reversing this trend is addressing obstacles at the national level that hinder the recruitment and deployment of civilian experts with specialised profiles.

The policy brief recommends: i) a structured exchange of good practices; ii) frequent cooperation and coordination between the ministries of the interior and the ministries for foreign affairs; iii) better-tailored incentives for individual experts; and iv) increased collective funding at the EU level for training activities.
