EU Policy on Training for CSDP (2024)

The EU Policy on CSDP Training outlines the purpose of CSDP training, which is to enable the effective implementation of CSDP mandates by providing qualified staff for all CSDP-relevant positions. It sets out the principles and processes of CSDP training and the roles and responsibilities of key stakeholders, including Member States, the EEAS and the ESDC.

This policy updates and replaces the 2017 EU Policy on Training for CSDP and highlights several core principles: training should be driven by identified requirements; it should focus on qualitative and continuous learning through quality assurance mechanisms, the creation of communities of practice, and the use of lessons identified from various areas of CSDP; and it should ensure that all staff receives training to ensure a duty of care towards themselves and the environment in which they operate. Training should also cover conduct and discipline, including modules on the code of conduct and the prevention of sexual harassment and abuse.  

The policy emphasises the linkage between civilian and military training, promoting civil-military synergies in line with the EU Integrated Approach to conflict and crises.

Member States are primarily responsible for the training of seconded personnel, supported by the ESDC, which coordinates CSDP training, manages the training programme and the Training Requirement Analyses (TRAs), and develops certification modalities. The EEAS aligns training with broader EU objectives, while the Council revises training policies based on strategic guidance from Civcom, EUMC and PMG. CSDP missions and operations identify training needs, ensure contracted staff receive proper training, and conduct induction training. Finally, JHA actors and training partners are also mentioned in their capacity to provide complementary support and expertise. 

The policy is designed to be adaptable, with regular reviews (ESDC annual report and tri-annual CART) and updates to ensure that it meets the evolving needs of CSDP missions and operations.
