Effective Crisis Management: Recommendations of the Parliamentary Committee on Crisis Management on Developing Finland’s Crisis Management

In March 2020, a parliamentary committee was set up and tasked to make Finland’s crisis management activities more effective and to ensure better use of resources and sufficient participation volumes. The report of the committee is an example of Member State's policy developments and concrete objectives on crisis management.

The aim of the parliamentary committee's work was to create an up-to-date overview of the development and needs of international crisis management and the overall operating environment in which Finland's participation in crisis management takes place. In its report, published in March 2021, the committee makes recommendations on Finland's participation in crisis management as part of foreign and security policy, the development of defence capacity and capabilities, the promotion of internal and external security, the quantitative and qualitative objectives of crisis management, and the improvement of comprehensive and effective crisis management.
