Over the past 5 years the European Centre of Excellence for Civilian Crisis Management has become a key partner to its 24 members and the European External Action Service, playing an instrumental role in advancing the implementation of the EU’s civilian Common Security and Defence Policy.

This booklet provides a comprehensive overview of the CoE's development, strategic direction, and contributions to strengthening the EU's civilian crisis management capabilities during its first five years.

The CoE serves as a service provider to its 24 current members (EU Member States) and its Preferred Partner, the European External Action Service (EEAS). Its mission is to strengthen capabilities for civilian crisis management within the framework of the EU's civilian CSDP.

  • The Vision and Mission: The CoE's vision is a peaceful, secure, and resilient world where the European Union is fully capable of responding to conflicts and crises. The CoE is committed to being a strong advocate for civilian CSDP.
  • Support for the Compact: The CoE supports its members in their efforts to implement the Civilian CSDP Compact , which outlines priorities and deliverables for the 2023-2027 period. The CoE's support includes providing informal fora for discussion and exchange and assisting members with structural or legislative reform.
  • Key Initiatives: The CoE runs several key programs and platforms, including the flagship Civilian CSDP Forum and the CSDP Women's Mentoring Programme , which aims to enhance women's participation in civilian CSDP missions. The Centre also provides a Knowledge Hub with policy papers and guideline documents.
