Increasing Member State Contributions to EU Civilian CSDP Missions

The author states the decreasing number of seconded personal for EU civilian CSDP Missions, analyzes the reasons and consequences of this phenomenon and suggests solutions to tackle this issue.

Increasing the number of seconded personnel in EU CSDP Missions is one of the commitments of the 2018 Civilian CSDP Compact. While it was on a good track until April 2020, the COVID-19 pandemic noticeably slowed down progress. In order to ensure the delivery of the 2018 CSDP Compact, EU member states should, according to this analysis, continue expanding their capacity to second more personnel to missions in the medium and long term and increase their contributions in the short term to prevent missions from becoming more dependent on contracted personnel. The European External Action Service should, for example, introduce indicators based on the retention and recruitment of seconded and contracted mission personnel and analyse the effects of the COVID-19 pandemic on these two issues.
