Strategy and Action Plan to Enhance Women’s Participation in Civilian CSDP Missions 2021-2024

The strategy and action plan stems from the 2018 Compact commitment to increase women's representation in civilian CSDP missions. It defines expected outcomes and sets specific targets in a given time frame and identifies four areas of strategic engagement, accompanied by actions and means to monitor progress towards the set targets. It also includes a comprehensive overview of the state of play. The document is useful for anyone interested in the developments in women's equal participation and gender balance in civilian CSDP missions, but it's particularly useful for Member States working on policy-making and implementation on Women, Peace and Security and gender equality more generally.

The strategy and action plan takes a holistic approach to improving gender balance in civilian CSDP missions by aiming to prompt institutional change rather than focusing only on increasing the number of women. The strategy and action plan provides a roadmap for enhanced implementation of EU policies and commitments for women and men to be equally represented in civilian CSDP missions, and for gender balance to be achieved in all roles and at all levels, in particular the management level. The four areas of strategic engagement are (1) Equal opportunities in candidacy, recruitment, retention and career development, (2) Inclusive and harassment-free work environment for all, (3) Leadership engagement for institutional change and (4) Strategic communication and networking. The main implementers are the Civilian Planning and Conduct Capability (CPCC) and the civilian missions, but the document underlines the importance of coordinated and complementary efforts, notably by Member States, contributing third states, seconding authorities and other strategic partners.
