Our Work
The European Centre of Excellence for Civilian Crisis Management (CoE) supports EU Member States in strengthening their civilian crisis management capabilities. In doing so, the Centre identifies good practices, augments them with its own analysis and offers its members (currently 24 EU Member States) and Preferred Partners (particularly the European External Action Service) expert advice and consultation.
The CoE provides a range of services designed to facilitate cooperation, enhance expertise, and develop national capabilities for civilian crisis management.
Informal NIP Clusters: A Collaborative Approach
To help Member States implement their National Implementation Plans (NIPs), the CoE facilitates Informal NIP Clusters—working groups designed to foster collaboration and exchange on key areas of capability development.
The Clusters align with the core capabilities needed for contributing to civilian CSDP missions, as outlined in the Civilian CSDP Compact. Based on Member State priorities, the following Clusters have been launched:
National Governance
Human Resources Management
Strategic Communication
Gender equality concepts and cross-cutting issues such as climate as mentioned in the Compact are included under all three Clusters to ensure a comprehensive and inclusive approach. Member States lead the Clusters, shaping their direction based on their needs and priorities, while the CoE provides ongoing support in coordination, facilitation, and workplan development.
