How the CoE Map Helps the Centre’s Members Understand Civilian Crisis Management Capabilities at a glance 

The European Centre of Excellence for Civilian Crisis Management (CoE) has developed an interactive tool, the CoE Map, designed to give detailed insights into the civilian crisis management capabilities of its members. This tool is valuable for both potential seconded Temporarily assigned to a mission by a national authority experts and CoE members, providing a platform to explore national structures, recruitment processes, and training programmes for those wishing to work for civilian crisis management missions.  

What the CoE Map Covers 

  • Management and Decision-Making: Which agencies are responsible for organising and financing the deployment of civilian experts to international missions? 

  • Recruitment Process: What are the steps to select experts for secondment The process of temporarily assigning national experts to an international civilian crisis management mission to civilian missions? 

  • Training: What kind of training do experts receive before being deployed to civilian crisis management missions? 

  • CSDP and Women, Peace and Security: How are CoE members integrating civilian Common Security and Defence Policy (CSDP) into their National Action Plans for UN Security Council Resolution 1325? 

How the CoE Map Works 

The CoE Map provides a clear and interactive overview of a respective member's crisis management capabilities across various key areas. It helps potential secondees understand the national structures in place, as well as the secondment processes that might otherwise be difficult to navigate. For CoE members, it offers a snapshot of systems and policies from their own country, across all involved agencies and ministries, and from other countries, providing inspiration for possible collaborations and matchmaking opportunities. 

How the CoE Map Supports Secondees and CoE Members 

The CoE Map addresses several common challenges faced by both CoE members and potential secondees. It gives users a simple way to understand the complexities of secondment, recruitment, and training processes, which can often feel overwhelming or unclear. By making this information accessible, the CoE Map ensures that everyone involved in crisis management has a better understanding of the systems and opportunities available to them. 

Looking ahead, the CoE plans to keep developing the CoE Map to include new features and information. The goal is to make the tool even more useful for members and secondees, and to continue using it to strengthen international partnerships and share best practices in civilian crisis management.
