Joana Lopes

Political Assistant

Joana is a Political Assistant at the CoE. Her work focuses on policy analysis, project support, stakeholder coordination, and the preparation of technical and policy-oriented documents.

Previously, she worked in EU project implementation and monitoring at the Startup Europe Regions Network in Brussels, and as a Project and Financial Management Officer with Movimiento Por La Paz (MPDL) in Guatemala, contributing to field project management, monitoring and evaluation, financial oversight, and coordination with public authorities and local partners. She also gained experience in EU foreign and security policy during her time at the Permanent Representation of Portugal to the European Union, supporting work related to CFSP and PSC/COPS dossiers.

Joana holds a Bachelor’s degree in International Relations and a Master’s degree in International and European Law, and is an OSCE Scholarship for Peace and Security alumna. She speaks Portuguese, English, Spanish, and French and has lived abroad in Belgium, Guatemala, and Poland.
