2020 Council Conclusions on the 2018 Civilian CSDP Compact

In this document, Member States reaffirm, two years after the adoption of the 2018 civilian CSDP Compact, their commitment to the Compact and take stock of progress made with regards to its implementation.

In its conlusions, the Council commends the positive overall progress in implementing the 2018 Civilian CSDP Compact  both at national level by the Member States, including through the creation of the European Centre of Excellence for Civilian Crisis Management, and at EU level by the EEAS and Commission services. The Council welcomes the outcomes of the Annual Review Conference (ARC) and endorses the identified waypoints. Those are, among others, swifter operational decision-making for civilian missions, pre and in-mission training, including mission-relevant language training, for national experts, and using relevant mini-concepts to help identify specific training needs in new security challenges, in cooperation with relevant training providers as appropriate and supported by the EEAS and Commission services.
